Avaliação da regularidade na alimentação do Sistema de Informação sobre Orçamentos Públicos em Saúde

De acordo com a Portaria GM/MS 53/2013, todos os entes federados devem atualizar os
dados no Sistema de Informações sobre Orçamentos Públicos em Saúde - SIOPS. O Sistema
existia antes da publicação da Portaria ministerial, mas o uso do mesmo não era obrigatório. A
partir dessa portaria os governos estaduais e municipais que não preencherem os dados no
Siops terão as transferências constitucionais condicionadas. Este trabalho objetivou
demonstrar a regularidade do envio de informações; verificar o percentual das transmissões;
identificar a adimplência e inadimplência e relacioná-las com as variáveis porte populacional
e localização do município. Estudo quantitativo, descritivo e analítico dos dados do Siops, do
IBGE e do site da Secretaria de Saúde do Estado de Pernambuco. A amostra foi formada
pelos 184 municípios de PE, onde se observou a adimplência ou inadimplência do envio dos
dados por meio da categorização temporal. A análise foi compreendida entre o 1º semestre
(2007) até o 2º semestre (2012) e do 1º ao 6º bimestre (2013). A análise da situação de envio
revela que durante o 1º semestre (2007 á 2012), ocorreu uma diminuição da adimplência.
Quando se refere ao anual, a mesma chega a 100%. A análise do ano de 2013 por bimestre e
anual seguiu o mesmo perfil. No que diz respeito ao cumprimento do prazo, a regularidade na
alimentação no 1º semestre foi de apenas 0,3%, já anualmente apenas 0,1%. A análise
estatística em relação a variável porte populacional (pp) e Gerencia Regional de Saúde (ge)
indica que são fatores que influenciam na dinâmica de alimentação do sistema no 1ª semestre
e por bimestre (2013). Na alimentação anual tais fatores não influenciaram. Analisando o
tempo médio de atraso para a efetivação da alimentação dos dados, os resultados sugerem que
tais fatores influenciam na redução do mesmo na alimentação do 1ª semestre e anual, porém,
no ano 2013, por bimestre, esses fatores não influenciam. Os resultados indicam o não
reconhecimento do Siops como ferramenta para a gestão e de acompanhamento pela
sociedade, visto a inadimplência e tempo de atraso na alimentação do sistema durante o ano, a
despeito de legislação específica que obriga informar com regularidade o sistema. As
variáveis do estudo pp e ge devem ser ampliadas em futuras investigações para explicar
melhor as características relacionadas à inadimplência e tempo de atraso, indicando aos
responsáveis pelo sistema caminhos de investimento no sentido da efetivação do Siops como
ferramenta para a gestão e de controle social dos gastos na saúde.
According to the ordinance GM/MS 53/2013, all federal agencies must update the data in the
Information System about Public Health Budgets - SIOPS. The system existed before the
publication of the Ministerial Ordinance, but the use of it was not mandatory. From this
decree, the state and local governments that do not fill in the data in the SIOPS will have the
constitutional transfers conditioned. This study aimed to demonstrate the regularity of sending
information; check the percentage of transmissions; identify the compliance and defaults and
relate them to the variables population size and location of the municipality. Quantitative,
descriptive and analytical study of the data of Siops, IBGE and the website of the Health
Secretariat of the State of Pernambuco. The sample have been formed by 184 municipalities
of PE, where we observed the compliance or default of sending data through temporal
categorization. The analysis was held between the 1st semester (2007) until the 2nd semester
(2012) and from 1st to 6th bimester (2013). The analysis of the sending situation reveals that
during the 1st half (2007 to 2012), a decrease of compliance occurred. When it refers to the
annual period, it reaches 100%. The analysis of the year of 2013 by bimester and year
followed the same profile. With regard to the completion of the term, the feeding regularity in
the 1st half was only 0.3%, since only 0.1% annually. Statistical analysis in relation to
population size variable and Regional Management of Health indicates that they are factors
that influence the dynamics of the system feeding in 1st semester and by bimester (2013). At
the annual feeding such factors did not influence. Analyzing the average delay time for the
execution of the data feeding, the results suggest that such factors influence the reduction of it
in the feeding of the 1st semester and annual, however, in the year of 2013, for bimester, these
factors do not influence. The results indicate no recognition of Siops as a tool for management
and monitoring by society, seeing the default rate and time delay in the system feeding during
the year, despite specific legislation that requiresto inform the system regularly. The study
variables GE and PP must be expanded in future researches to better explain the
characteristics related to default rate and time delay, indicating to the responsible for the
investment path ways system towards the effectuation of Siops as a tool for management and
social control of health spending.
